Can you sell USDT and receive RUB through a licensed UAE desk?
No. As of September 2026, no VARA-licensed OTC desk in Dubai settles Russian rubles to bank accounts in Russia: the largest Russian banks are under US, EU and UK sanctions and disconnected from SWIFT, and UAE banks decline most Russia-linked payments.
The sale leg is not the problem — selling USDT in Dubai is a routine regulated activity under VARA. The blocked leg is settlement: no licensed banking channel carries rubles into Russia, and a licensed desk will not route around that. Any service that does offer USDT-to-RUB settlement is operating outside the licensed UAE perimeter by definition. That is a statement about availability, not a recommendation.
What happened to Russian banks' access to international payments?
In 2022 the EU disconnected Russia's largest banks — including VTB in March and Sberbank in June — from SWIFT, while the US and UK placed most of the Russian banking sector on their sanctions lists. The restrictions remain in force as of September 2026.
SWIFT disconnection means those banks cannot send or receive standard international wires of the kind described in our guide to sending a SWIFT transfer from the UAE. A ruble payment from Dubai would need a non-sanctioned Russian bank with intact correspondent access — a set that has narrowed steadily since 2022: the EU's 21st sanctions package (23 July 2026) added 33 more banks to its SWIFT ban, bringing 94 Russian banks under full EU blocking — roughly half the sector by count.
FATF, the global anti-money-laundering body, suspended Russia's membership in February 2023. For international banks, that raises the compliance cost of any Russia-linked flow further still.
How do UAE banks treat Russia-linked payments?
UAE banks apply enhanced screening to Russia-linked payments and decline many of them outright. Since December 2023, US Executive Order 14114 has allowed secondary sanctions against foreign banks that finance Russia's war economy, which pushed banks in the UAE and elsewhere to tighten controls sharply.
In practice this means longer reviews, repeated document requests and rejected wires on a payment corridor that was routine before 2022. The outcome for a sender is unpredictable: the same payment can clear one month and bounce the next.
The UAE itself exited the FATF grey list in February 2024 and has kept bank-level controls tight since. Expect any crypto-origin inflow to come with source-of-funds questions even before Russia enters the picture.
Which settlement corridors do licensed desks support?
Licensed UAE desks settle the trade in hard currencies to an account in your own name: AED the same business day by UAEFTS, and USD, EUR or GBP by SWIFT in two to five business days. RUB to Russia is not on the list.

Every supported corridor ends in a bank that can legally receive the wire; the ruble leg fails that test at the Russian end.
The spread on the trade itself is the same whatever the payout currency: 0.08% to 0.40% by ticket size on the published pricing bands. A 500,000 USDT ticket at the 0.25% band costs USDT 1,250 in spread — the payout rail does not change the arithmetic.
What is Meridian OTC's position on the Russia corridor?

This is a standing policy, not a case-by-case decision, and as of September 2026 there is no ticket size at which the answer changes.

If a counterparty offers to move value into Russia "through a partner" or "off the books", that offer describes an unlicensed flow. Walking away costs you one trade; taking it can cost you the bank account.
